Packaging and Packaging Waste Regulation (PPWR)

What does PPWR mean for businesses?

PPWR moves packaging sustainability from a voluntary ambition to a regulatory requirement. Companies must demonstrate that packaging is minimized, recyclable, reusable where applicable, and designed to support circular material flows. New requirements also increase the importance of packaging data, technical documentation, conformity assessments and traceability.

PPWR affects a broad range of sectors, including consumer goods, food and beverages, retail, e-commerce, pharmaceuticals, manufacturing and logistics.

Even companies that do not produce packaging themselves may be affected if they place packaged products on the market or are responsible for packaging decisions.

Success will depend on close collaboration across the value chain, including packaging suppliers, producers, recyclers, retailers and waste management partners. Businesses that act early can reduce compliance risks while identifying opportunities for material efficiency, cost savings and circular innovation.

A lifecycle approach to packaging

The regulation covers the full packaging lifecycle. Its objectives include reducing packaging waste, increasing reuse, improving recycling performance and creating stronger markets for secondary raw materials.

Key packaging materials covered include:

  • Plastic
  • Paper and cardboard
  • Glass
  • Metals
  • Wood
  • Composite packaging

The requirements affect manufacturers, importers, distributors, producers and other economic operators throughout the value chain.

Packaging minimization becomes mandatory

One of the central principles of PPWR is preventing unnecessary packaging. Companies will be required to minimize packaging volume and weight (max 50% excessive void space),  while maintaining product protection, safety and functionality. Excessive empty space and avoidable packaging components will face increased scrutiny.

Recyclability becomes a market requirement

PPWR introduces harmonized recyclability requirements across the EU. Packaging will be assessed based on design-for-recycling criteria and, later, its ability to be effectively recycled at scale. Material combinations, labels, inks, adhesives, additives, and other components can affect how well packaging performs in practice.
The new grading system assesses how well packaging is designed for recycling and, at a later stage, whether it is actually recycled at scale throughout the EU.

Grade A – Excellent recyclability +95% recyclable*

  • Packaging is designed to be highly recyclable.
  • Materials can be effectively collected, sorted and recycled with minimal losses.

Grade B – Good recyclability +80% recyclable*

  • Packaging performs well within existing recycling systems.
  • Minor design features may reduce recycling efficiency, but overall recyclability remains high.

Grade C – Acceptable recyclability +70%*

  • Packaging remains recyclable and can still be placed on the market.
  • Design improvements is required to achieve higher recycling performance in the future.

The grading system will be introduced in phases:

  • From 2030, packaging must meet the EU recyclability requirements and achieve at least Grade C to be placed on the market.
  • From 2035, recyclability assessments will also consider whether packaging is actually recycled at scale across the EU.
  • From 2038, packaging will generally need to achieve at least Grade B to remain on the market.

The bonus-malus link to Extended Producer Responsibility (EPR) fees

The grading system will also affect producer responsibility costs. Packaging that achieves higher recyclability grades, such as Grade A or B, is expected to benefit from lower eco-modulated EPR fees, while lower-performing packaging may face higher fees. This creates a financial incentive to improve packaging design and recyclability.

Recycled content requirements for plastic packaging

To strengthen demand for recycled materials, PPWR introduces mandatory recycled content requirements for certain plastic packaging categories. The targets will be phased in over time and are intended to stimulate investment in collection, sorting and recycling infrastructure while reducing dependence on virgin fossil-based plastics.

Reuse and refill move into the mainstream

The Regulation introduces new requirements and targets related to reusable packaging, reuse systems and refill solutions across several sectors. Economic operators placing reusable packaging on the market must ensure that appropriate reuse systems are available and function effectively.

Reuse targets – a major shift for transport packaging

Many businesses focus on recyclability requirements, but reuse targets may become equally important for example for transport packaging:

  • By 2030: 40% of transport packaging must be reusable.
  • By 2040: 70% of transport packaging must be reusable.

For companies in the logistics, retail, manufacturing, and e-commerce sectors, this may require new systems, partnerships, and approaches to enable effective reuse in practice.

Clearer labelling and improved consumer information

PPWR introduces harmonized packaging labelling requirements to make sorting and recycling easier across the EU. Consumers will receive clearer information about packaging materials, recyclability and how packaging should be disposed of or returned for reuse.

Restrictions on harmful substances

The Regulation includes new restrictions on certain substances used in packaging, including limits on PFAS in food-contact packaging and continued restrictions on heavy metals. Manufacturers must be able to demonstrate compliance through technical documentation and conformity assessments.

Stronger producer responsibility and compliance requirements

PPWR introduces broader responsibilities for economic operators placing packaging on the EU market. Depending on their role, companies may need to:

  • Prepare technical documentation
  • Conduct conformity assessments
  • Issue declarations of conformity
  • Maintain packaging data
  • Meet producer responsibility obligations
  • Support reporting and traceability requirements

This makes packaging data a strategic issue.

Declaration of Conformity: proof that packaging complies

The Declaration of Conformity is a short, signed document where the responsible manufacturer, or economic operator, declares that a specific packaging type complies with PPWR requirements. It should be supported by technical documentation and be easy to connect to the right packaging item or SKU.

In practice, it should include clear identification of the packaging, the responsible company, applicable requirements, supporting standards or specifications, place and date of issue, and an authorized signature. This makes it an important compliance document, but also a way to structure packaging data and supplier evidence in an audit-ready format.

Why businesses should start preparing now

Although many requirements will be phased in over time, companies should already be assessing how PPWR may affect their packaging portfolios, supplier relationships and compliance processes. Early action can help identify packaging that may need redesign, improve access to recycled materials and reduce future compliance risks.

For many organizations, PPWR will not simply be a compliance exercise. It will be a catalyst for improving packaging performance, increasing circularity and creating long-term business value through more resource-efficient solutions.
